3.0.9 Download and Preview functions not working

I am having several issues with 3.0.9 I have Deleted and reinstalled fresh 3.0.9. I have deactivated all other plugings to test. Ran Box Updater, Ran Preview Updater with no change. Tried on both ie 11 and chrome. You can see here

Issues I am experienceing are:

<Preview not working error> The document cannot be retrieved. The GET operation on the URL returned an unsuccessful HTTP status code.

<Download not working error> Check this file out Blood_Pressure_Chart.pdf. Download it from MySalus.
