3.1.2 upgrade produced fatal error: Fatal error:

After completing the automatic upgrade on my site I received this error:

Fatal error: Call to undefined function get_option() in /home/thestepf/public_html/wp-admin/admin.php on line 32

I cannot click on any link in my dashboard without receiving this message and the site is not up and running.

Unfortunately I do not have a backup that is very current. Looks like my automatic backups haven’t been working.
