3.9 Beta 3 – Missing plugin modal styling congruence

The plugin install modal on the Add New plugin page has received a nice redesign, but the plugin update modals on the Plugins List page and the WordPress Updates (Core) page don’t look the same. They still have a dark heading with the close button in it. Associated ticket is #26952. Shall I post a comment there or is this intended? Or leave it for #27440?

PS. Those modals are also missing the spinner on loading.
