For more details on how SCA is enforced, I suggest reaching out to the PayPal merchant support as this is not handled by the plugin but directly by PayPal.

We did do that, but Paypal responded and said it was the ‘the third party shopping cart plugin is responsible for it’ – so thought best to check with both.
