Are you using the Cloud or Local configuration in the Broken Link Checker plugin settings?
I’m afraid, the URL shared doesn’t help in determining whether it is the site URL or the URL to the external site that was shared.
However, I suppose the URL shared is an external site URL? I do get 403 error when I crawl such the given URL.
The 403 error would mean that the page cannot be accessed by BLC due to an authorization error. This could occur due to Firewall, server configuration etc
Unfortunately, if the websites have firewalls or settings to block crawling the links then I’m afraid there isn’t much that could be done in such instances.
Manually marking any such 403 error as Ignore or dismiss would be the way ahead in such instances since these are external sites.
