403 errors on IE 11 when viewing PDF in browser

I have my PDF downloads open in the browser. I have folder protection turned off so this works. For some reason, only SOME of the people with IE 11 are getting 403 errors when attempting to view a PDF.
Only happens on a single file while others work. The file permissions are set up the same for each file.
Only happens to some users of IE 11. Works with these IE 11 users IF they turn compatibility mode on. Some IE 11 users don’t get the error.
No IE 9 or Mac browser users get the error.

Because the issue only affects some IE users I’ve having trouble nailing down the problem.
