403- Forbidden Error on All Media Uploads

    I am running WP 3.5.1.

    Every time I upload a file and try to access it, I get the following error:

    Error 403 – Forbidden

    You don’t have permission to access the requested resource. Please contact the web site owner for further assistance.

    I upload through the “Add media” button and then edit the details. It allows me to “View attachment page”, but, when I click on the title link on the attachment page or use the provided url in the edit page, I get the error.

    This occurs when I am logged in as an administrator.
