403 rate limit error using goo.gl

I get the following error in SNAP when posting using the goo.gl url shortner:

I signed up for an api key but still get the same error. I'm assuming it is a per ip address limit which makes using goo.gl with SNAP useles.
It is especially troubling because I post using SNAP only about once a month if that I still get the rate limit.
I'm not sure if it is a plugin error but need some answers to try to work around this or at least let people know of this change in the shortner.
