404 Error

I’m trying to evaluate this plugin and while I can upload and version documents – there appears to be no way to display them on a page. For example : https://nchcintsvrnew/wordpress/documents/2019/01/information-security-management just displays a 404 error. I do see the hashed files in the C:\inetpub\wwwroot\wordpress\wp-content\uploads\2019\01 directory. I haven’t changed the Document Upload Directory from the default: C:\inetpub\wwwroot\wordpress/wp-content/uploads.
What am I missing here?
