Do you have access to your site via FTP?

If you do, download the latest version of WordPress from the homepage of this site and upload that file (located within /wp-includes/functions.php) to that exact location on the server. What may have happened is when updating, WordPress may not have been able to overwrite the file and left the old one (maybe).

Try that and see if it works for you. If not then come back.

Thanks Daniel, I don’t have FTP access but I can ask the web host for it.

That error is actually not from that file. It’s from the code for an old out-dated Widget that isn’t up to the current coding requirements for PHP.

To find out where it’s from, you’ll need to do the standard de-bugging, and de-active at (yes all) plugins, and switch to a default (Twenty *) theme. Then re-activate everyting one-by-one and check for the error each time. You’ll easily see what’s cauisng the issue, and you can then go back to the author of that plugin/theme and ask them to update their code ot fix the problem.
