503 “Service Unavailable” even after IP address change

I have a client who had this message several weeks ago, but it disappeared after a day.
It returned a couple of days later and hasn’t gone away since. I changed the IP address on her website to a dedicated IP, which is one of your suggested solutions, but this hasn’t helped, thereeor message is still showing.
What can I do now?
