Blog doesn’t work I changed the Word Press URL

I went into the Options and changed the Word Press Address URL and now the blog doesn’t run correctly. I got back into the blog and thought I had logged in and was able to get back to the option page and tried to change it back to the original address but it says I have to enable referrers. I tried all that but still not working
