A good plugin with some paid features

You can do single region GDPR free, which will suit most people. More complex solutions are paid, but likely only required by larger businesses who should be able to afford it – and thus support the devs to make it free to the little guy.
It has a neat wizard, and will list all the cookies in use, auto-link to them, produce a cookie page etc. Makes it easy for those less technically able – seems like a very good solution.
