A hundreds strong wordpress system

I hope someone here can pont me in the right direction! We are developing a program in South Africa which will eventually have the whole of Africa on the web, but we need to be able to hand out Worpress platforms left and right. At this moment we have to enable each blog on our domain manually and we only have 50 mysql’s available.

We need to be able to exersice quality control though, so we cannot just tell people to register with an existing system. The program happens in phases and growth needs to be measureable and the system scaleable. How can we enable an autamatic blog creation system, very much like the free WordPress system or the Blogger system for example?
