A little about this theme

    I recently got involved in an existing project for a wordpress site that uses this Primer theme.

    First, being open source, this is a free theme- correct? If so, are users bound by any limitations related to ad placement, etc?

    The Primer theme is a free and open-source theme and as such, it doesn’t have any limitation regarding the ad placement. Once you buy or download any WordPress theme, it is up to you to make edits on your website.
