A new admin user register without my permission

  • I received this morning mails from my websites that a new admin user has register.
    Name is MUWI and mail adress is [email protected]

    I want to say that my WP are update and for some i do not use plugin.
    For all of them the “Allow new user registration” on setting is disable.
    It’s very scary that new admin can register!
    Any idea?
