A personal page with tabs- can it be done?

A potential client would like a site where subscribers can create a page. This page has tabs that can be edited. Is that possible? Would wordpress mu be a possibility?

Here is the complete request:
Dossier- Personal page for users

* Room for three Dossiers – Manhattan, Malibu, and then a blank one – SUBSCRIBE for Dossier – only subscribers should be able to create a Dossier. We would like the option for subscriber to be able to download a picture of themselves onto the cover of their dossier, and then for them to be able to WRITE on their dossier and for them to be able to select images from our various posts and put them into their dossiers. We are open to your ideas / what can and cannot be done for these.
* The Dossier should have tabs when opened that should correspond to the tabs on the left bar, and the background of each page should be the entire color.
