    The page you linked to does not appear to be on a WordPress site. This is a very specific effect and I do not recall ever seeing a pre-built plugin to achieve this, however I think it should be fairly straightforward for an experienced developer to build something like this. The element does not seem to appear when the page is displayed at mobile sizes., so if something like this is used to display primary content, to show it appropriately on touch devices and for all browser sizes, this would require some additional work.

    If you have experience of making WordPress plugins, and of javascript/jquery you could make a plugin to achieve this, perhaps using a tab script as a starting point with changes so the transition occurs on hovering a region rather than on a click. Alternatively you could ask at jobs.wordpress.net to hire someone to build a plugin to your specifications.

    Building something like that is fairly straightforward, using HTML and CSS. Putting it in a plugin, not so much.
