A 'Posts' Widget For Static Pages

I’ve been googling forums for two days, and all I see is complaints about this feature lacking in wordpress but absolutely no resolution for it. Requests that date back 5 years. How the hell this hasn’t been implemented within 5 years, is beyond my understanding.
You have only these two options:
Front Page Displays:
1)Your Latests Posts
2)A Static PageOk… well what if I want a STATIC home page, that I can edit, modify, add widgets to, do whatever I want to, and in a container within that static home page, display my latest posts or X amount of posts?
How is this not available? If I set Latest Posts as my home page, when I go to view the home page, there is no “EDIT PAGE” tab up top like there usually is when your viewing a regular “Page”. Why?
Why can’t I edit my Latest Posts page? I have searched everywhere, tried creating a child theme, adding some additional PHP code. All I’ve been able to do is list links TO my posts, but not my actual posts.
TLDR:
I want my latest posts page to be editable, so I can add other widgets, other text, containers, images etc.
