A very confusing error in the codex(i think)

I need the arguments for changing the TITLE of the wp-list-bookmarks. Not the categories, just the title. Under the argument for “before title” and “after title” it says that these add the text before and after the categories. And then it says the same things again under the arguments for before & after categories. I tried to do lots of stuff, and treated it like the list pages. But then I cannot change the title of the list, and keep the <li> tags.

Why can’t I just enter html like in the list pages & list categories tags? I’m going to try using the before-title, and after-title for the title instead of categories and see if that works. But maybe someone with the proper initials behind their name could change that bit in the codex?
