Ability to add user accounts with just a name and unique #

Hi, I am wondering if there is a plugin that does something along the lines of this:

1, As and admin, Import a list containing a couple fields (name, member #)
2, Automatically set up an account registration form where the user confirms their name and member #
3, The user is then forwarded to complete account registration by adding email, password, etc…

I started using WP All Import but by default it requires an email. I was wondering if there is something along the lines of where they just go to the registration form, input their name and #, and it runs a check on that list to ensure they are a valid member, then forward them to account registration.
