about notification “Amazon Translate service is not reachable!”

I have not enabled Amazon S3 Storage for audio files but plugin is checking Amazon Translate service access each time in wp-admin and it is showing notification in wp-admin “Amazon Translate service is not reachable!”

To disable this notice message, currently i have added a condition to check first is_s3_enabled before checking Amazon Translate service access

Please provide proper solution in next release.
