Storefront is not a plugin. It’s a theme. If you activate a theme, it’s going to change the active theme yes.

What prompt/button did you use to install it? If the wording is unclear we can check that and clarify it says ‘theme’, unless it was just an honest mistake on your part. I checked the admin notice and it doesn’t install/activate automatically, it just sends you to the theme install page.
