Accept not firing tags

I am checking with google tag assistant and the default is “Denied” which shows as fired, and if I also click “Deny” then also it shows but if I click “Accept” it doesn’t do anything. I am also using GA4 audience for ads and it’s also not showing as granted.

Do we need consent v2 i.e. purchase the premium plan for this to work?
