Access for Editors

Is there a function or setting we can use to allow Editors to access Settings > GTranslate so they can make changes to the settings? They would just need to add a language occasionally when a specific site visitor needs it.

They can not have Admin access. The only other option is for them to contact an Admin to make the change and we want to avoid that.
