Access to WP website is blocked at some IP addresses

    About 2 months ago I’ve created a website with Word Press. It’s been online ever since. Now, a month later, I’ve tried to go online at my house and my parents house but I wasn’t able to get on the website I’ve created. At other WiFi locations I’m able to access the website, just those places I haven’t been able.
    I’ve asked help from a guy who has a lot of knowledge of computers and internet access etc. He opened the ports so I’ll be able to connect with the internet, but this didn’t help.
    So it seems it has something to do with the IP addresses which block the access to the website (IP addresses are 86.93.199.218 en 77.250.235.132).
    I would like to have the IP addresses to be whitelisted? Or is there another way of solving this problem?
