    Targeting rules only apply once the campaign is published.
    Have you published it?

    Can you share the link to the page(your site), where you have set the campaign/ message?

    I was having the same problem. I was afraid to publish though because I couldn’t get it to work properly in a preview. (And I published it earlier and had a hard time taking it off my site when it didn’t work how I wanted it to.)

    So are you saying that the targeting rules (including establishing a target link and when the pop up occurs) only work once you are out of preview mode?
