ActionScheduler does not work

I’ve found that action-scheduler is called the wrong way in the plugin.
Due to this it isnot available in wp-cli.

It is recommended to include the class BEFORE the plugins_loaded hook (according to authors

After moving the require into the __construct , the wp-cli action appeared.
