Activate an user

When I add an user via the ProfileGrid menu than “user profile”, it will be added to the list in the backend. This user is also listed as ‘Active’ in this list.
But in the front end, user is not shown with the shortcodes [PM_Search] and [PM_Group ID = “1”]. The user will only be shown if I check the check box through the ProfileGrid menu then ‘user profile’ and then click Activate.
Why is the user not visible by default if I create this via the ProfileGrid option? That seems logical to me?
