Activating on a multisite blog effectively network activates the plugin

If I activate the WP Super Cache plugin for a single blog on a multisite installation, then visit a different blog on that same installation, Super Cache still handles the pages. (Using PHP caching method in WP Super Cache).
Either the plugin should only work for the blogs for which it is activated (could store a list in wp-cache-config.php) or it should only be possible to network activate on a multisite installation (like W3TC).
