Activating Plugin error

Trying to install a plugin and I receive folowing message:

Downloading install package from https://downloads.www.ads-software.com/plugin/cbnet-ping-optimizer.2.3.zip.

Unpacking the package.

Installing the plugin.

Destination folder already exists. D:\Hosting\5451244\html\wordpress/wp-content/plugins/cbnet-ping-optimizer/

Plugin Install Failed.

Does that mean its there already??

I got this for the Contact Form Plugin, but its not in my dashboard
