Add a top panel to all admin views

    Hi,

    Just a bug report here.
    When you activate the plugin, the top panel screen option is displayed everywhere: https://goo.gl/WMtkgR

    You can see that for example on any plugin on admin side or on the theme management page. Sometime, like in the image I’ve attached, it produces some display problem. Some of our plugin users have already reported it ??
