Add an iframe on a top bar of a theme

Hello,

I would need to add an iframe on a top bar of my theme (because I need it to be visible on every page) but I don’t know where I should put it. Which is the php file right to do so? I’ve tried functions, page and almost I’ve checked all the files but I have no clue where to check now.
