add block (+) function is inactive after updating

    In my website Gutenberg works fine up to version 4.4. In all latest updates (from 4.5 to 4.6.1), the add block (+) function does not work and I am unable to add new blocks.
    I am using child seventeen theme and wordpress 4.9.8.
    I will appreciate any advice to solve this issue.
