Add extra paramarers to `widget_title` filter

In the widget method of Latest_Tweets_Widget, it is very hard to filter the title contextually. Passing $instance and $this->id_base as additional parameters to
widget_titlewould make this much easier, as in default widgets like WP_Widget_Pages.
