Could you please share a copy of your site’s System Status so we can get a better idea of what’s going on? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”.? Once you’ve done that, paste it here in your response.

Also, please check the fatal error logs (if any) from WooCommerce > Status > Logs and choose from the drop-down menu the fatal-errors.log

Nothing stands out as the cause of the problem, perhaps your caching plugin LiteSpeed Cache: by LiteSpeed Technologies is not allowing the page to be updated.

Try disabling it and check the page from a browser using incognito mode. If that doesn’t work, then you’ll need to make a full plugin/theme conflict test by:

• Temporarily switch your theme to Storefront
• Disable all plugins except for WooCommerce
• Repeat the action that is causing the problem

If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each until you find the one causing the conflict. I removed all the plugins I just enabled the wooCommerce plugin and still the same when I add a new file to downloadable files it doesn’t show up on the download list for customers

This is expected behaviour since WooCommerce 3.0, any previous orders won’t have access to the new files you add.

If you’re constantly updating the file, I recommend using something like this and have a one-time fee to access the page where you upload the text file.
