Add filter to CTCC_Public::show_bar()

  • This plugin can be further improved by checking for cookie presence on server side. If cookie is present, it doesn’t need to load any CSS and JS files. I can do it myself in my custom theme, I just need a filter in show_bar() right at the beginning so I can return false if cookie is present.
