Add geolocation by blog user?

Hello, I have large site with historical photos – one photo is one WP blog. I’m looking the plugin that can do the fillowing:
1) registered user can pick some map location to assotiate with current post;
2) these locations are stored in admin panel for moderation;
3) after moderation marker for this location (with a link to post) appears on map.

Does your plugin allow that?
