Add 'leave a reply' box to top of comments

I know this is an issue that others have had. I want to add my reply box to the top of the comments instead of being at the bottom. Such a simple design feature seems impossible. I am using the twenty twelve theme and the page in question is https://musicenglish.co.uk/request/

I have no experience of changing codes etc or creating child themes, if this is necessary? Could someone please help me.
