Add new posts to the bottom of the list instead of top?

Let’s say I have a custom post type called People, with the 3 people ordered as:

1. CEO
2. Manager
3. Staff Member

If I add a new person, Staff Member 2, they get added at the *top* of the list within People > Re-order. This seems to happen no matter what settings I have checked and every time a new person is added we need to make sure to remember to move them otherwise they appear above the CEO.

Is it possible to always have them added to the bottom of the list? Maybe that could be a setting?
