"Add new" theme button not there

Hi guys,
Im a newbie to this all. But what my issue is is that i recently set up a website and have it hosted on VentraIP. I used their cpanel to install wordpress. Now i want to add a new theme i downloaded however the option to add new is not there.
Sorry if this is a stupid question!
