Something like a news ticker is better left to a plugin I think. This is a great one that should be compatible with GP: https://www.ads-software.com/plugins/ditty-news-ticker/

With that plugin there is no option to add in header its only support to sidebar

It looks like it gives you a shortcode which we can then hook into your website.

Which pages should have it? The entire site? Only single posts?

You could try this:

add_action( 'generate_before_content', 'tu_add_news_ticker' );
function tu_add_news_ticker() {
    echo do_shortcode( '[newsticker_shortcode_here]' );
}

You’ll of course need to update the shortcode to use the one provided by the plugin.
