Add option to verify email and verify by admin

Hi there,

Currently there are only two verification options:
– Verify by email
– Verify by admin

But a third very important option is missing:
– Verify by email and admin

Because we want to ensure, that the email of a user is correct, so he needs to verify it. But we also want to verify users manually and have no way of knowing if his email is correct. So would be nice, if you could add a third option, so the user first needs to verify his email and then an admin has to verify him manually.
