Add password field requiring andministrator-provided password

I created a registration form using the Ultimate Member plugin that requires the new member to create a username and new password. I also want to require the new member to enter a common administrator-provided password in order to proceed with registration. I added a password field to the top of the form, and I specified the common password in the password field attributes. However the form lets the applicants proceed by entering anything in the common password field at the top.
The reason I want to do it this way is because members must pay for membership by mail or in person (not via the website) before being granted access to the password-protected content of the website. Once they pay outside of the website, they are given the common password.
