Add site title to menubar and fix dropdown

Hello, I am using vanilla Twenty Seventeen. I am looking for 2 things:

– Can I add the site title and tagline to the menubar?

– At start, the menubar is at the bottom of the screen. When hovering a dropdown menu, it drops down towards the bottom, getting cropped by the browser window. Is there a possibility to make it drop “down” towards the top of screen when the bar is down, and let it drop down to the bottom when people scroll down, effectively moving the menubar to the top of the screen?
