Add template page to WordPress theme?

Is there any way – either through a plugin or some other workaround – that will allow me to create a new WordPress template page (to add to single.php, index.php, etc.)?

If not, is there at least a plugin to manage that allows you to manage your wordpress directory like an FTP or file tree?
