Add this functionality to rows and columns

I have two requests:
I’d love to be able to set timed content rules on entire rows and columns. I’d like to see a section in the row config that would allow someone to set the time and date it shows up and disappears.

I’d also like to see these values tied into Builder so you can press the + and use a custom date field to specify this too.
