Add to a custom template page

I was wondering if there was to get this to display on a custom template page. My home page is a custom template and although in the settings for the wp-notification bar, the option is there to add it to the home page, it does not display. I am thinking it is because it is a custom template. It works on all the other pages, just not that one. Is there a short code or a php snippet needed to allow it to work? I appreciate your assistance.
