Add URL to Textbox Result

So I have both a textbox field and a URL field. I would like to make the URL field conditional on the textbox field having any entry (not sure what that would look like).

Additionally, I would like to make the URL field actually link the result of the textbox.

For example, they say the work at ABC Lumbar Company and enter a URL of https://abclumbar.com. I would like for the ABC Lumbar Company textbox to have the link of the URL entered, rather than showing two fields. That one is a bit more tricky.
