Added a shipping class. Why Always visible?

Hi, I created a new shipping class via the tutorial on the woocommerce homepage to separate european and extra-european shipping.
It works, giving to international delivery (predefined shipping method) exclusion to european countries and giving my plugin only ,european countries availability. BUT when I select european countries the international shipping option remains selectable in a dropdown menu instead of disappearing at all.
Why? Am I doing something wrong?
